Multiple formats are simply other ways of publishing
information beyond traditional printing. Some of these formats
can be used by everyone while others are designed to address
specific user needs.
To provide access for all clients is the dominant reason. This makes good business sense and is also a requirement under the Communications Policy.
You are obligated to provide a format needed by a client to access all of the information in the publication. You can enquire as to whether a more readily available and less expensive format will afford equal access compared to the format requested.
To charge more for the exact same publication in a multiple format is to discriminate against people who must use that format to access the information. Such discrimination is forbidden under the Canadian Charter of Rights and Freedoms. As a result, a multiple format must carry the same price as the original version, regardless of the cost of production. Similarly, if the original product is free, so too must be all of its equivalent formats.
